THE DIRECT ANSWER

To gain stars without evolving, turn on Stay Eevee on an Eevee’s card before the merge. Otherwise, its two-star branch uses items across the merging copies: Sp. Atk favors Vaporeon; Attack speed, Energy or Crit favor Jolteon; Attack favors Flareon.

Eevee has two decisions: whether to evolve at all, and which branch to take if it does. Version 33 added Stay Eevee. The current Guide also retains the equipment-point rules for choosing Vaporeon, Jolteon or Flareon.

How to keep Eevee without stopping its star upgrades

Open an Eevee’s info card and turn on Stay Eevee before completing the merge. Eevee can then reach two and three stars while remaining Normal, with a different ability at each star level.

The setting applies to all your Eevee in the current run. You can change it at any time, but its effect is decided at the next merge. It does not turn an already evolved Vaporeon, Jolteon or Flareon back into Eevee.

If you want an evolved branch instead, turn Stay Eevee off, inspect the items on the copies and check the card’s evolution preview before buying the final copy. The preview is the last check before spending. Keeping Eevee is a choice of form, not a way to avoid collecting the copies needed for a star upgrade.

Which equipment favors each evolution?

With Stay Eevee off, at two stars, the Guide maps equipment to these branches:

  • Vaporeon: Sp. Atk items.
  • Jolteon: Attack speed, Energy or Crit items.
  • Flareon: Attack items.

A completed item contributes two points; an item component contributes one. The items on the merging copies count, so inspect all the Eevees involved rather than just the one you keep on the field. These are item-category points, not the raw number printed for an item’s stat increase.

For a simple scoring example, a branch total of two beats a competing total of one. If the totals are tied, equipment alone has not settled the branch: the next rule uses the board. Eevee’s card shows what it would evolve into with the current setup.

How does an evolution tie get resolved?

When the item score ties, the current FAQ says your most active type on the board decides between Water, Electric and Fire. Pokédex order is the next fallback. The card help lists Vaporeon as the default when neither items nor a type decides it.

Before buying the last copy, check both your equipment and the board’s active types, then read the evolution preview on Eevee’s card. A change to either can matter while the branch is still being decided.

For example, matching equipment totals are a reason to inspect Water, Electric and Fire on the field, not to assume the game chooses randomly. Use the current preview to confirm the outcome rather than relying on an old lineup screenshot.

Check this before buying the third copy

  1. Decide whether to keep Eevee and set Stay Eevee on its card. The remaining branch checks apply when that setting is off.
  2. Inspect the items on every Eevee copy that will merge.
  3. Count the relevant component and completed-item points for the branch you want.
  4. If scores tie, check the active Water, Electric and Fire types on your board.
  5. Read the evolution shown on Eevee’s card.
  6. Complete the three-copy purchase when you are ready for the displayed branch.

If an item is on the wrong Pokémon, the game’s Magnet removes all of its equipment into the bag without selling it. It is consumed when used to remove equipment. Plan that move before the merge; the Guide does not describe a button that changes an already chosen two-star branch.

A merge involving a Pokémon currently in combat waits until planning resumes. If the branch has not appeared yet, first check the battle phase and eligible copies.

What happens when Eevee reaches three stars?

With Stay Eevee enabled, Eevee can reach three stars as Normal. For evolved branches, the Guide says the three-star result uses the branch most repeated among the copies. That is a different decision from the two-star equipment-point calculation. Inspect the branches you are collecting, not just the equipment score of one unit.

The cited help does not spell out every equal-count three-star tie. Check the current card preview and in-game Guide before committing copies to an unclear result. This page does not claim to have tested those tie cases.

Choose a branch for the team you are building

The current roster gives Vaporeon the Water synergy, Jolteon Electric and Flareon Fire. Compare that contribution with your active board and the next type tier you can reach. Then read the ability on the evolved unit’s card and choose equipment that fits its displayed scaling.

A desired synergy and a two-star item score can pull your choice in different directions. The preview is the useful checkpoint: it shows whether your current setup actually leads to the branch you mean to add.

For the broader decision, read how to choose your next team upgrade. No branch is ranked as universally best here; that would require current match evidence beyond the developer’s mechanics help.

Quick questions

Can Eevee gain stars without evolving?

Yes. Turn on Stay Eevee on its card before the merge. It applies to all your Eevee in the run and allows Normal-form star upgrades. Already evolved Pokémon do not change back.

How do I get Vaporeon, Jolteon or Flareon in Kanto Tactics?

With Stay Eevee off, at Eevee’s two-star merge, Sp. Atk item points favor Vaporeon; Attack speed, Energy or Crit favor Jolteon; Attack favors Flareon. Completed items count as two points and components as one across the merging copies.

Does Eevee’s evolution depend only on the fielded copy’s items?

No. The current FAQ says the merging copies’ items count. Check every participating copy and the evolution preview before completing the merge.

What if Eevee’s item points are tied?

The FAQ uses the most active Water, Electric or Fire type on the board, then Pokédex order. Its card help names Vaporeon as the default when neither items nor types decide. Read the preview for your current setup.

Does three-star Eevee use the same item rule?

Stay Eevee allows a three-star Normal form. For evolved branches, the Guide uses the branch most repeated among the copies; it does not detail every equal-count tie.
